I would like to use this opportunity to point out a new tool which the European Parliament should help create, and which this instrument could fund in order to assist even more efficiently and with more flexibility the people who often risk their lives in fighting for democracy, rule of law and human rights in countries with dictatorships or oppressive regimes, and in countries seeking a transition towards democracy, but where they meet violent anti-democratic forces and where they need much more assistance in terms of building capacities to defeat these anti-democratic forces.

I would like to use this opportunity to call on the EU and its Member States to use its full economic and political influence to speed up the regime transition in Burma.

That is why I would like to use this opportunity to point out once again that we must remove the roots of the suffering and the roots of the humanitarian problems by pursuing an effective foreign and security policy that regards peace and the prevention of military conflict and respect for human rights as the primary objective.

Mr President, I would like to use this opportunity to appeal to Members to take the initiative, in their own spheres, in their own countries, in their own fields of responsibility, in explaining the objective and potential of this programme to local and regional authorities and in making clear to them that the programme really does not infringe the subsidiarity principle.

I would like to use this opportunity to encourage Member States to increase their contribution to Sub-Saharan Africa, which is the least developed region in the world.

At the same time, I would like to use this opportunity to call on the Council to bring to an end its attempts at normalising its relations with Cuba while we are still dealing with a communist dictatorship which violates human rights in a flagrant manner.

I would like to use this opportunity to thank my fellow Members from the Group of the European People's Party (Christian Democrats), the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament, the Group of the Greens/European Free Alliance and the Confederal Group of the European United Left - Nordic Green Left who have worked on this for their help in producing an agreement under difficult circumstances that protects both the right of our citizens to privacy and also their right to security.

I would like to use this opportunity to wish Cathy and her new service luck and success and to wish all of us a strong, coherent and coordinated EU foreign policy because I am sure that, with Cathy and the EEAS, the EU will further increase its influence on global affairs.

I would also like to use this opportunity to thank the rapporteur and Chair of the IMCO Committee, Mr Harbour, and all members of the IMCO Committee for their full cooperation which they have so far provided to the Hungarian Presidency.

This is why I consider supporting this proposal for a decision very important, and I would like to use this opportunity to extend my gratitude to all who expressed their solidarity with my fellow Central European citizens at that time.
