As Mr Fruteau, the rapporteur for this report, pointed out, there is still concern about a possible future change to the common organisation of the markets in bananas externally.

In his excellent report, Mr Fruteau welcomes the progress in relations between the European Union and the OCTs from an institutional, economic and financial point of view, even though there remain many questions on the Commission' s proposals having to respond to the objectives included in declaration 36 with regard to the OCTs annexed to the Treaty of Amsterdam.

It is the view of the ACP countries, as Mr Fruteau has intimated, that they have been abandoned and betrayed by what is on the table now.

I too would like to congratulate Mr Fruteau, and we now go on to the next item.

Regarding the Commission' s approach, as Mr Fruteau put it earlier, speaking of a process of slow maturation, if I have noted your own words correctly, the Commission was behind the policy for the outermost regions and also the various programmes - Poseidom, Poseica, Poseima (Programmes of options specific to the remote and insular nature of the French overseas departments, of the Canary Islands, and of Madeira and the Azores) - which launched this.

The fact remains that, despite the budgetary aid granted, European regions are far from being on an equal footing in terms of development. My colleague Mr Fruteau is especially concerned about the outermost regions.

The next item is the report (A5-0276/2001) by Mr Fruteau, on behalf of the Committee on Development and Cooperation, on the proposal for a Council decision on the association of the overseas countries and territories with the European Community ( 'Overseas' ) ( [COM(2000) 732 - C5-0070/2001 - 2001/2033(COS)].

I shall end, therefore, by referring, as Mrs Sudre, Mr Fruteau and Mr Marques have done, to the special situation in the ultra-peripheral regions.

In my capacity as shadow rapporteur for the Group of the European People’s Party (Christian Democrats) and European Democrats, I would like, in particular, to thank the chairman of the Committee on Agriculture and Rural Development, Mr Daul, and the rapporteur, Mr Fruteau, for their outstanding cooperation on the report on the reform of the common market organisation for sugar.

We are therefore calling, within the framework of close cooperation and a mild adaptation of the new market, for certain proposals which are expressed as proposals in the Fruteau report.

Although I should like to congratulate Mr Fruteau on this, I realise that what we will decide in a resolution today or tomorrow will have little effect on the final outcome.

On the question of the Fruteau reports, the House should give its support, in particular, to the recommendation of the AGRI committee, under which the Council would never be allowed to conclude a final political agreement without consulting the European Parliament.

Secondly, I would like to congratulate the rapporteur, Mr Fruteau, whose three regulations have incorporated moderation, balance, solidarity and, above all, a realistic approach to the future of the sector, not just the 21 European Union producer countries, but also the ACP and least-developed countries.

Finally, after so much work, I would like to refer to the double speak that some Members have been indulging in from the outset – I feel that I should point this out now that we have come to the end – voting in favour of the Fruteau report in the Committee on Agriculture and Rural Development and then, when they get back to their country, criticising everything about it.

You work with Mr Fruteau, who has made very good proposals, you work with the chairman of the Committee on Agriculture and Rural Development, Mr Daul, you make improvements, you make brave proposals, you demonstrate to those who criticise you that you are not here as a formality and that everything has been decided, but that you want – truly and constructively – to listen to Parliament.

I should like to congratulate the rapporteur, Mr Fruteau, on his efforts and would formally ask you, Commissioner, to retain the provisions in the Council’s compromise on sugar in the overseas departments in order to ensure the sector’s future.

The French authorities have informed us that Mrs Marie-Line Reynaud, Mr Pierre Moscovici and Mr Jean-Claude Fruteau have been elected to the French National Assembly.

Since the election of Mrs Reynaud and Mr Moscovici has been disputed and the deadline for disputing the election of Mr Fruteau is not until 28 June, and since the French Constitutional Court has to take decisions on the disputes as soon as possible, I suggest postponing the establishment of the vacancies concerned until the proceedings before the Constitutional Court have come to an end.

Given that their mandates have been incompatible since 26 June 2007, Mrs Reynaud, Mr Moscovici and Mr Fruteau may not at present take part in the business of the European Parliament and its bodies.
